AFMC enterprise systems management program management office

The Client
Headquartered in Dayton, Ohio, the Air Force Materiel Command (AFMC) has over 140,000 military, civilian, and contracted employees located at 14 sites across the United States. To meet its mission of “cradle-to-grave” support for USAF weapon systems, AFMC depends upon a massive information technology infrastructure. The Enterprise Systems Management (ESM), Program Management Office (PMO) was established to implement ESM technologies throughout AFMC. Various ESM tools are being used to meet AFMC's goals of establishing a centralized ability to manage the IT resources across the command. The current spiral involves the deployment of event management architecture and a centralized performance management reporting capability.

The Challenge
Haverstick developed the technical solution for this spiral using a collection of tools from IBM Tivoli, NetIQ, Hewlett-Packard, and Remedy. Enterprise management tools have multiple ways to be integrated and best meet the unique characteristics of the environment that is to be managed. While this would provide a customized solution for AFMC, it also meant that the standard vendor-developed training did not address all the nuances of the AFMC architecture. Vendor-based training schedules and locations did not align with the implementation schedule, further adding to the challenge of training the IT support staff at the sites. Poor on-time shipment records were due to poor visibility into shippable orders and back orders which were delayed by missing components already received in inventory.

Haverstick’s learning services team is currently working with Haverstick's technical implementation team to understand the particular needs of the Enterprise Management Team at the sites, the staff at the AFMC Network Operations and Security Center (NOSC), and other stakeholders. We will customize our learning program to meet the unique needs of this client while providing them with feedback about their training program.

Haverstick is developing customized courses that directly relate to how AFMC wants the local IT staff at the sites and the NOSC to use these ESM tools. The training is being developed as task-based to ensure the staff knows how to use the tools to accomplish various job functions as opposed to teaching a range of product features. The classes will be taught at the sites, using the newly installed equipment, as a scheduled part of the implementation.

The Result
AFMC is now able to train the staff on how to use these new tools and then immediately begin using their new skills to continue the deployment. This will maximize the value of the training and help to ensure the overall project meets its objectives on time and within budget.
